José Rafael Monsalve Heredia

José Rafael Monsalve Heredia is an economist and consultant with more than 25 years of experience in financial management, international taxation, and transfer pricing. He currently serves as General Manager of Besten Investment Group in the Dominican Republic, leading strategic planning processes, budget preparation, and high-level business relationship management.

He has held key positions in both the public and private sectors, including his role as a technical advisor at the General Directorate of Internal Taxes (DGII), where he represented the institution in international OECD forums and participated in audits and advance pricing agreements. Previously, he worked for over a decade at PricewaterhouseCoopers (PwC) in various regions, leading fiscal strategies and financial analysis projects. He has also held management positions in companies such as Hylsa and has been a consultant on business intelligence and operational efficiency issues.

He is an economist from the Universidad Santa María (Venezuela), with complementary training in finance, marketing, and data analysis. He has completed specialized studies at The George Washington University and is currently pursuing a master's degree in Big Data & Business Analytics at ADEN Business School. He has been recognized by Euromoney’s Expert Guides and awarded by the Ministry of Finance of the Dominican Republic for his contribution to the development of public finances.
